CoE Recommendations: lack of ambition

The CoE standards, as they stand, are not ambitious in the sense that they do not aim to meet particularly challenging quality criteria. In fact, the specific role (requirements, if you like) of the recommendations are stated in a generic form. Consequently it is difficult to answer the question of whether they are doing a ``good'' or ``bad'' job, since we have only a poor statement of the job that they are supposed to do.
